Why does EOS need to issue 1% of the total amount every year? Why is there no attenuation mechanism of the total amount, such as 1% in one year, 0.8% in two years, 0.6% in three years and 0.1% in three years

By the way, decreasing the BP rewards sharply may not be good, since the BPs may lose motivation to get involved with the stuff.
