Hi, I am trying to transfer my WAXP to an exchange and it is not letting me stake any CPU or NET. It says 0 allowed and when I try to do CPU it say I need more NET resources and vice versa when i try to stake NET.

Try logging into a site like bloks.io with Anchor:
https://wax.bloks.io/wallet/resources/stake
And use their interface to stake both CPU and NET at the same time.
